The office of auditor general Edward Ouko is unable to trace how Ksh3.9 billion meant for Uwezo Fund was spent.
Owezo fund was a drive targeting women, youth and disabled persons for small loans to anable them be self-employed.
Ouko says that there are no single records showing the list of groups that were given the small loans.
It has emerged from the report that even before surrendering the previous ones that they took over Ksh10.1 million was issued to officers as imp rest.

The auditor  general s report  also points out that  that Ksh7.5 million was given to individuals   personal numbers and job groups were not indicated in the imp rests schedule.
Also in the same report Ksh492, 427 outstanding imp rest was given to officers who are no longer part of the  fund whereas  over  Ksh1.2 million was used to buy airtime for staffers, with Ksh260,000 worth of airtime being in excess of their applicable entitlement.
Ouko in his report adds that there were also no debtors’ ledgers detailing loans issued since inception and repayments made over the years on account of any loans recovery.
